The Ultimate Problem:High CPU,game not smooth,high latencies,etc.

Sorry but 4core 4thread is not a great high end gaming CPU, let alone coupled with 1060gtx.

I know this doesnt help your issue but still, lower your expectations.



To remove stutter etc, try fps limiter

60fps [via nvinspector or msi ab] + nvidia fast sync.

My roommate ran his 4790k with hyperthreading off with his 1060 on a 120hz montitor. Ran perfectly fine.

Point being a four threaded chip can still do quite a bit.

It can but its over utilized peghing at those 100% causing stutter or fps drops which in end is basically that stutter.. try that with bf4+ or newer cryengine games (crysis3, hunt showdown), hitman series. Rise of tombraider, gta5, forza horizon3-4, etc..


Limiting to 60fps will help but on a 144hz display you're out of luck quickly.
 
Try windows 7 or 8.1.

Partitions are your friend, unless you don't know how to properly use them and just end up losing everything on the drive.

Bahah when I was kid first discovering multi-boot and haphazardly swapping linux distros, resizing and messing with partitions on my main storage drive, moving them around, and so on, I had many close calls... broken MBR's abound. Back then I didn't care, but I think now I have a phobia of messing with partitions because of that. As I say that I am running a dual boot Windows/Linux setup, but I'll be damned if I don't find it nerve-wracking to mess with anything holding important data, even with redundant backups.

It's one of those things that is very, very simple, but always risky. So yeah, do your homework before attempting a dual boot setup on a drive that's already in use.

I had two linux installs and a windows install on the same drive. Killed it so hard that I had to have my tech teacher fix it.

Yes it can! I think his issue is cpu speed. 4Ghz and up would enable the cpu to keep pace at least with the high usage. Unfortunately I don’t think he can do that.
 
Disabling Intel SpeedStep might also disable Turbo. That means instead of 3300 on all cores, it's locked to the lower base of 3000. I would recommend keeping SpeedStep on with Turbo, so the top speed of 3500 can be used to finalize frames faster for rendering when possible, too.

In any case, these clocks seem abysmally low compounding the low thread count.
 
Update:Looks like i'll get it fixed as i think i got the problem.I saw my fps in PUBG.it was more than 60 most of the time but everytime it dropped below 60 i stuttered once.
 
are you using any wireless periphals?
and if you are, what is your system behaving like without them?
 
are you connected to router with a lan cable?

And what does that IRQ8 do?


I saw it changes its priority to =0, but what part of it is it for?

and here are my another registry configs. Note that IRQ18 is my TI 1394 card for my Audiofire 4. So just modify the IRQ number to the IRQ of your sound device, or any USB, 1394, thunderbolt or ac-bridge ethernet card which connecting your sound device, so make sure they got their own exclusive IRQ number and not sharing with other hardwares. IRQ 0 is the clock timer of your CPU and IRQ 8 is the clock timer of your BIOS CMOS.​

IRQ 0 = clock of your processor
IRQ 8 = clock of your motherboard

When I opened regedit there is no such value there, so I guess it's at =1 by default?

It does nothing by default. But if you use tweak apps from internet, some offer to increase IRQ 8 priority value, in an attempt to speedup things. But it actually does the opposite. I assumed our wonderful OP had all sorts of junk installed, and was correct...my "fix" actually reverted the value to default, and that key shouldn't even exist in windows 10. He PM'ed me, and after I told him to do a clean install, after 2 mins he said it didn't help. Either he folds time and installs windows 30 times faster then I can, or he's trolling all together, or has all sorts of security and what not crap soft on his os slowing his pc down, or all of that...
