They are testing by spec. Looking at the memory speeds on Test Setup page, I would hazard a guess that a large part of 2600K OC boost comes from memory. 1333 > 2400 is a considerable increase.I find it really amusing that they test the 7700k with 2400 and 9700k with 2666, intentional or not this is hugely biased towards the older chip.
