At just $55, the Corsair VS650 is very affordable and performs well enough to be your next power supply if you are on a tight budget and your system is not all that power hungry. It aced our tough tests, and comes with 80 PLUS and Cybenetics ratings.

I guess at this price point we should look to Seasonic S12II? Or am I wrong? I see people saying it is an old design but they are very good.

Used to be, but after an update (I think they are Silver rated now) they spread to other markets as well.

They updated it to the seasonic s12III

Yep. Then the Americas got jealous, so there was the VS400, 500 and 600. Then those other emerging markets "emerged" and started complaining about the old VS, so Corsair upgraded it to this new VS.

You're talking about the original Vengeance which is based on the CX-M. The new Vengeance is LLC w/ D2D and Silver efficiency. Completely different product and much better than CX-M.

Yes a solid design doesn't lose that designation over time. It's not very efficient being bronze rated so while it has a minmal impact on your electrical bill, your PC won't care. There's newer SIII versions but the procing on the olde rmodels is often as low as $35 .. we still use them when budget is a user priority. I still have a bad taste in my mouth from Corsair CX and VS series builds .. and I havent taken the time to look into them. Looking at voltage stability alone, this is not a PSU I would consider.
 
I have a cx430 v3 going strong for about five years now in another PC. I've avoided the S12ii since I had to RMA two for coil whine under Antec and PC power & cooling brands
