hello i've been having problems with my cpu recently when i am gaming the power consumption goes below its clock and goes around .60-.90GHz noting that it only happens While i was gaming and it results in lower performance lag and that sort of stuff happened to me when i turned off speedstep mostly it lags which gives high latency on frametime and spikes while gaming even on low settings i have undervolted it and it doesnt seem to do much i dont care about the temps mostly but when i like pause the game the clock slowly goes up and the power warning goes away and the wattage consumption goes up too i dont know what to do honestly i searched everywhere and i couldn't find anything
anyone knows a way to fix this or had this problem before?

here are pics with normal usage before problem happens

Your computer uses Speed Shift Technology to control the CPU speed. That means you should not check the Set Multiplier option. That option is obsolete.

An Inspiron 15 with a low power i5-1035G1 is probably not the best choice for continuous and smooth game play. Lots of Dell laptops have power limit throttling issues and with most recent Dells, there is usually nothing you can do about it. The throttling is by design.

Post some screenshots of ThrottleStop so I can make some suggestions. Show me the FIVR and TPL windows. When your computer is throttling, open up the Limit Reasons window. It will probably show PL1 or PL2 in red under the CORE column. This indicates the long and short power limits. Your CPU has a 15W TDP rating but it is obvious that Dell decided to set the turbo power limits much lower than that. Poor performance is the end result. When a laptop can not run at its advertised specs, I would return it in a heart beat.

The turbo power limits are being deliberately changed while you are using your laptop. At the start of a game things might be OK but when the power limit gets dropped to way below Intel spec, performance is going to go into the toilet. That is what you are experiencing. Dell is typically setting a power limit within the computer that ThrottleStop cannot access. Post some screenshots and we will go from there.

i cannot return it now i've been having this problem recently since i bought it about few months ago and i bought it from an independent tech store so they have a policy to not return anything after a month of purchase

Put a check mark in the Turbo Boost Short Power Max box. Your power limits are set appropriately in the TPL window. The problem is that there are 3 unique sets of turbo power limits. Try checking the FIVR - Disable and Lock Turbo Power Limits box. This takes care of the first two sets of turbo power limits but there is still a third set of turbo power limits that can be set within the laptop that ThrottleStop cannot get to.

After these changes, if your laptop is still doing some extreme power limit throttling, your problem cannot be solved.

Pretty sad when the cooling is so bad that you have to reduce the turbo ratios down to 20. :(
Looks like Dell engineering decided to cover up an inadequate heatsink and fan by setting the power limits to ridiculously low levels. This business practice should be illegal.

yeah dell cooling is bad considering that there is only one air vent that air goes out of so i have no choice but to reduce clock anyways

for those who have the same problem as me i finally fixed it delete every intel dynamic driver except the software and use the regedit from the link i will provide below
.
this should hopefully fix your problems like me and it sure did thanks to this reddit thread
