Higher mem clock speeds vs lower latency?

Exactly, like I said, a higher binned cpu is gonna perform better than a lower binned cpu, and thus most likely, a better performing IMC in comparison with the i5.
Sometimes its the inverse - all the extra power and heat can make the IMC less stable.
On ryzen, the APU's can blast past 4000MHz while Zen 3 cannot.

If my CPU goes over 75C, my RAM overclock loses stability - a higher wattage part could have more difficulty there

At high refresh rates with a 3080/90, I went up about 15FPS on average from 3200 to 3600, adding another 5 or so from tuning the timings at 3800 (stock TRFC was waaaaaay off)
It helps boost your single threaded performance slightly, and if you're trying to increase the maximum FPS when not GPU limited, that's how.

If you have a weaker GPU or run at max settings - or even at low refresh rates, you wont see any real changes.
