There is a difference, on game pass you're paying subscription to access the catalogue of games that are available on the service. That catalogue is subject to change by service provider. On steam there is no monthly subscription fee, you pay for access to individual games from the catalogue of games listed on Steam. If game is unlisted from Steam you can still have it linked to your account and you can still play it, if game exits game pass you no longer have access to it.This is in no way different from playing a game on steam, there is no distinction i can see.
MS Store games are more similar to Steam games.
