So what I think happened is that your local Cloudflare server didn't have today's new driver release yet, so they had to copy it onto their own server first.
Cloudflare is a content-delivery-network that we use for NVCleanstall files. They have servers in Bucharest, so once the files are there, they should be very fast to download.

Download with IDM from the official Nvidia site, that's how I do it.
