My RX570 only draws 80-90watts of power in games

When i run Furmark test it just spikes up to 120watts but in games my card is drawing low power and causes low fps like in rdr2 i only got 40-50fps at custom settings.
There is no cpu bottleneck, when i lower the settings i got the same fps but lower power draw.
I tried reflashing my vbios but that aint work.
Exact model is Msi Gaming X RX570
Btw i only plugged 6pin of the 8pin connector but that totals to 150w anyway.
System specs are
Xeon E3 1226 V3(Basically a i5 4690K)
4+4 DDR3 1600Mhz Ram
Asus H81M-K
Cooler Master 460W Psu (12v 312W)
I am looking for a new psu considering that problem causes by psu bottleneck but im not sure.

And i have this issue in all games.

I would worry more about the fact that you have 8GB of RAM. Didn't your card come with a 8p adapter ? Is your GPU usage at 99% in that game ?

I believe your CPU is holding back your graphics card.
Not likely. Haswell can keep up with a GTX1080 which is much higher than a 570.

Used or new rx570? Was bios flashed?

It was used in internet cafe before and bios was flashed for making it look like RX580 and then they reflash wrong rx570 bios and then i flashed the original bios.
I bought it used like 30days ago.

Gpu-z screenshot and a picture of the white sticker from the card back please

Here

I believe thats the screenshot before i flashed the bios thats why it has 2000mhz memory speed instead of 1750.
Im not home right now so i had to take it from my phones gallery

When you get home, open gpu-z again, go to the Advanced Tab, Click on the Word General and change to Memory timings so we can see what ram is there please

So it was used for mining before? what should i do?
Well you are outside of the return date, I suggest you follow my directions. Also another solution buy Good Thermal paste for the gpu so you can replace it

Ok,will do

Its to verify what hynix ram is possibly on the card.

Im 100 sure my card has hynix memory i replaced the thermal paste like 2 days ago.

Here they are

Well, there's your problem, the 5th screenshot above, @Ramazan, your video card BIOS is capped at 120W, no wonder games only do around 100, only 120 for power viruses such as Furmark.
You would have to try a video BIOS with higher allowed TGP. I'm sure @eidairaman1 will link you a good one.

I would leave it as it is. I sold my 570 4GB , but i do have this test i did:

It looks like the power draw was around 100W, and i did have an 8p cable connected.

If i increase the power limit my gpu hits 130 140watts and system shuts off due to Psu surges. So i think upgrading bios with higher tgp will not work but i want to test it if you guys give me a link for it

There you have it, I believe your problem is solved; you need a more powerful PSU. It is no different to use a higher power video BIOS compared to just raising the power limit in MSI Afterburner.
If you could test a more powerful PSU would be good...

What if i use 6pin to 8pin adapter for the gpu?
And i also found a psu that is affordable,it has 600w but only 1x6 pcie connection. The guy says i use 225w GPU with adapters no problem.
Should i buy it?

Use 1 of these bios

This 1 has slightly overclocked ram

Follow these directions to flash. I will add, if you are using overclocking tools, restore them to defaults first, no overclocking a gpu until flash is successful.

Any of these are the latest for your design series of card, Device ID, Subsystem ID, Clock Speeds, Hynix MJR ram

Download atiflash/amdvbflash 2.93
Go here https://www.techpowerup.com/download/ati-atiflash/

Then look for Version 4.68, underneath 4.68 you will see a link to show older version, click that and you should see version 2.93

Then

Follow these steps carefully:

1. Open your "C:" drive in Windows, create a new folder, call it atiflash.

2. Extract the contents of atiflash_293.zip to the "C:\atiflash" folder

3. Find the bios file you downloaded and rename the bios file to mr570.rom

4. Move mr570.rom to the "C:\atiflash" folder

5. Open the start menu, type cmd, when cmd.exe appears right click it and hit "Run as administrator"

6. At the command prompt type in cd\ and press enter until only C:\> is on the screen.

7. Type in cd/atiflash and press enter, you should see C:\atiflash>

7a. At C:\atiflash> type in amdvbflash.exe -i to identify your card with a 0, 1, or 2

8. At the C:\atiflash> prompt type in
amdvbflash.exe -unlockrom 0 (or 1, 2)
(there is a space between the e and -unlockrom and 0)(0 is the number zero)
press enter and you will be prompted that the "ROM Unlocked"

9. At the C:\atiflash> prompt type in
amdvbflash.exe -f -p 0 mr570.rom
(there is a space between the .exe and -f, and a space between -f and -p and 0)press enter.

Follow directions on screen and if flash is successful exit the command prompt and restart, windows should show up on

Do you mean you have a 6-pin cable plugged into an 8-pin card? That might very well bottleneck it. It's a miracle that it even boots like that.

His default clock speeds are way too low for the card so the stock bios is being provided

It was 2000mhz default memory speed but someone told me thats high so i reflashed the bios.Im at school rn when i get home i will try something

Once you've got the original BIOS back on the card, can you please forget about VBIOS flashing for a lifetime? It's never a solution, only a source of problems.
