Failed to read rom - ERROR: 0FL01(Sapphire RX 580 8GB Pulse only 20 MH/s)

I really don't want to open up the GPU tbh, haven't got the correct tools to do it for one thing (teeny-tiny screws)! Yikes! Gonna have to keep testing various BIOSes... o_O
 
I was having this error too! After reading this and other thread I could unbrick my card!
I tried with v2.93 in windows 11 and no luck! If anyone else had problems, I recommend using v3.31
after reading the CHANGE_EXTERNAL.LOG file, I noticed that from 3.08 they added support for aditional Ellesmere devices.
Don't know if it is helpful, but with the help of my ryzen 7000 iGpu I was able to unbrick my card that was showing test fail or ffff on amdflash -i command.

I honestly can't tell you anything about flashing a card under Windows 11.
I do have many computers with Win 11 OS, but i use a Win 10 computer for my flashing procedure. On that comp i have also many testing programs.
So, basically the program must access the card properly and if under Win 11 from some reason it can't do that in a proper way , you will encounter that error.
But...can you run GPU-z ?
If yes we will need the following pictures:
- Labels from the card
- GPU-z Maiun screen
- GPU-z >Advanced Tab and here on the dropdown menu you will choose memory info

I was just thanking you for the help, I actually made it work with v3.08, now it show temps and clocks in GPU-z/furmark with the new VBIOS. Before only HWInfo was working correctly.

I don't remember which Bios I used though haha.

I am having a similar issue. I have done every suggestion under this thread but I would really be glad if someone help me.

I have Asus HD7870 ( HD7870-DC2-2GD5-V2 to be exact) graphics card. I used it for a few days for mining, as I remember I flashed its bios through hiveos. For 2 years I didn't use this card but now I need it. It seems the BIOS is corrupt. My OS is Windows 11 64bit.

Command prompt was under administrator privileges.

Am I missing a step here? I found the BIOS chip it is on the back side of the gpu. It is PM25LD010. I didn't remove the cooling plate but I think there is no secondary BIOS chip. Am I missing a step here? Here is what I tried.

Atiflash 2.77 never works, It just gives my PC BSOD.
