why he say Not Available in Fivr control ?

If you have to ask about it, you better not bother modifying the BIOS or you'll destroy your computer.
 
What CPU do you have? Not Available will be shown in ThrottleStop for CPUs that Intel has removed CPU voltage control. The 12th Gen and newer mobile H series no longer include CPU voltage control. Only the more expensive HX series processors include this feature.

how i can undervoltage this CPU ?
 
In that video you will find one particular case how to tune your system in case you want to play GPU-intensive game, in that case it's well optimized game though. This setting in TS just fixes your CPU thermal limit to 35W and possibly gives the rest to GPU which is good for that game.

If you do something CPU-intensive, some software maybe or coding, this definitely will not be your choice unless you know what you do.

okay , can you tell me what is the best setting to get performance and low temperature ? to this cpu in ThrottleStop
limit Power Limits, limit Turbo multiplier or Disable Turbo as a last resort if you have cheapo sh*t "gmaing" laptop (as mine ASUS TUF F15 for example lol)
