This is probably in order to prevent creating Steam accounts, activating the game and selling said account. I noticed that's a thing on some keyshops a while back.

off topic: Steam could easily see that my account is very old with certain free games from "amd", and some others. The last of us on Steam was a amd giveaway with a hardware purchase.
It's a steam policy to discriminate users. One of several reason i stick to epic game store, free games or just compile my games myself

Steam is pretty tight with their freebies.. I guess that’s what we get for our “Years of Service”
