It's hitting 330w because of that top power state most likely. 1.2v at any core clock is usually going to make the card throttle pretty hard, even with the 330w limit. If the card is stable with these settings, perhaps try lowing P7 to 1650Mhz and 1150mV and see what happens. FWIW, my card is configured a bit more conservatively with P7 being at 1600Mhz @ 1150mV if I recall correctly. I have not tested how low I can go before it becomes unstable.

To be clear, the goal is to make it so the GPU is not hitting the power limit so we can maintain the top power state. Feeding this card too much voltage is counter-productive because we hit the power limit more easily, even without an overclock.

It shouldn't be. I find that this usually keeps me under the 330 watt max. Have you tried any applications other than Furmark? I guess it's possible that Furmark is just hitting the GPU in a way that causes it to draw more power compared to regular load.

I double checked this on my machine and and Furmark does cause power consumption to go all the way to the limit with these settings. It's possible that this is unique to Furmark as I don't see this behavior when it's fully loaded in other situations. I would test this out with some games to see if the experience is the same.
How should the power limit be configured? +50, 0 or -5?
I set it to +50 with an undervolt and custom fan speed curve, but it's honestly pretty loud with the cage blower at full tilt.

Thanks Aquinus, I am gonna tinker with it tomorrow though, I will update the thread. Had a long day today. May I ask you to check out the other thread I posted. I need some voices that have more extensive GPU knowledge than me. You seem to be the right person to ask.

I was fiddling with my undervolt a bit, and dropping the voltages to 1075mv @ 1600mhz at P7 and lower values for 4-6, got me 280w in Furmark and the GPU appears stable. You should play around with how low you can get the undervolt to go before the system becomes unstable to see if you can get it under the limit. There also might be some misreporting going on here. AMD's driver and Furmark are both saying around 1500Mhz on the core, but the LEDs on the GPU indicate P7 is active all the time with these settings. I'm not quite sure what to believe.

I assume your GPU has the LEDs on the card that indicate what power state it's currently in, yes? When I tested this, the driver and GPU-Z were saying the same thing, about 1500-1530Mhz. However all 8 LEDs on my card were constantly lit up during the entire test, which would suggest that it was holding steady at P7, or 1600Mhz. Something else might be going on, but I was able to lower voltages even more last night and got power consumption to around 230-250 watts.

I guess it's also possible that despite sensors saying the card is fully loaded, that my 3930k is holding the Vega 64 back. You mentioned that you were getting ~150FPS in Furmark, but I didn't see higher than 110. I'm not quite sure what else might account from that discrepancy.
