Frametime spikes and stuttering after switching to AMD CPU?

i tried windows 11 with the newest version nothing changed
Ok, after 13 pages of not finding the solution, I think it's now time that I share with you my story that I'm very hesitant to share because it's inexplicable and I'm sure people will say it's dumb. And it's a long story.

I was in the same boat as you are right now. I have a 9800X3D and a 9070 XT and I was not happy with my very stuttery gaming experience. Every single game was stuttering. Your not supposed to have a bad gaming experience with a 9800X3D and a 9070 XT. It got very frustrating real quick. I had faith in my hardware and I had a hunch it was software side.

I mainly tried to fix Windows 11. I tried Windows 10 but it was way worst so I cameback to Win11 real quick. I've reinstalled Windows countless times, made many registry interventions and so on. Nothing worked. Exactly like you.

I was ready to give up, but I had to reinstall one last time before let it go. I was so bored to run long Windows Update after each new installation that I decided to use a more recent Windows iso. I downloaded the Windows Consumer Edition of May 2025.

Believe it or not! Installing Windows 11 with may 2025 iso gave me the smoothest gaming experience I ever had on Windows! I will not say smoothest ever, because Linux is really smooth for gaming when you know what you do. I was blown away! Stutters was all gone.

And it's repeatable! I reinstalled 3 times since then. One time because I replaced my Windows installation with linux to test something. One time because I wanted to put Windows on my other SSD and a last time because I'm an idiot who can't stop to mess with stuff he should not mess with even when the PC work perfectly fine! :roll:

I've been very hesitant to share this with you because I don't know if it will work for you. I would feel utterly bad if you try it and it don't fix your problem. Plus, it's kind of unexplainable. My guess, is that older Windows iso have a bad default value when installing and Windows update don't change that bad defaut value, while newer iso have better default value. I can't say for sure.

There is no doubt in my mind that Win11 is now better than Win10 for gaming.

I'll let you decide if you wish to try reinstalling Windows 11 with a newer iso or not. I'd understand if you don't. You already installed 3 times. Nothing more boring than reinstalling Windows. Especially if you are not 100% sure it will fix your problem. Let me know if you try it tho. I'm curious to know if it only work for me or if it work for you too.

If you try it, make sure you grab a may 2025 iso or newer. Preferably Home edition. It's best version of windows for gaming (IMHO).

Integrity errors reported by SMART. You want to change it, before you get file corruption! There are normally no such reports on especially Samsung SSDs, so the SSD is already sus.
Even when it did a lot better than a lot of 870 Evos did! (870 Evo is SATA and they seem to have more defects than the 970 Evo) (So of course, the 970 Evo Plus did better)

(You do have a lot of writes, but still wonder if it's defective, because even then, I don't know for sure if you exceeded the TBW rating for the 970 Evo Plus 1 TB)

2-8000 have very real benefits, especially with high refresh monitors and competitive games, but he shouldn't use more than 2000 Hz for his CPU.
Maybe for pro's, but for most of use it's not worth IMO. I'm not aware of a competitive game that go over 1000 fps and I'm also not aware of competitive game servers that are 1000 ticks. I'm old tho, I've retired from competitive gaming around 5 years ago, so maybe it has changed a lot since then. But to me it's just gaming marketing. People would sell their mother for a competitive edge. Been there done that. Just to be sure, I didn't sold my mother. Sold my dad tho! :peace:

i tested both drives though, or can it also be a problem if its just in the pc

Make sure you can source the right pads from what I can remember Palit used a bunch of different height pads on their cards and if you use the wrong thickness in some parts some components won't get proper coverage... I was hoping you did not have a palit card lol.

This is the 3070ti version but should be the same and tells you the pad thickness for each spot they did the same crap on the 3080/90

Email Palit support and they should send you a diagram for your specific card you can also ask if it is the same as the 3070ti.

I knew this would be the next question! :D Unfortunately, your on your own with that. The best I can do is pointing you towards reddit r/WindowsLTSC that have a wiki that answer this question.

I mean you can make a google drive version of it as long as it is not bigger than 15GB it's free lol.

The problem shown with CrystalDiskInfo, is in the SSD.
 
so that could also be a a reason for the stutters?
Any storage issues could very well cause stutters. You may not notice them during daily use but in gaming even small stutters become very noticeable.
 
I had windows already installed on Both drives, and it doesnt matter on what Drive I Install the Games on Both stutter for me
 
RJARRRPCGP might be correct, I remember before back when I was on AM4 (5900X+Crosshair Dark hero+3800MT's CL14 RAM) I had this same exact issue (my son was complaining about stutters when playing COD Warzone), and it was caused by my Sabrent Rocket 4 NVME (only NVME drive on my system) it started throwing alot of errors on Event viewer related to file system and at the same time it was throwing WHEA's for me, I replaced the NVME drive and problem was gone..
 
is there any way i can test my drive, or do i need to reinstall windows again on the other drive and just unplug the samsung one

Yes. It can also cause an internet game server to show unusually high ping and tell you that it's on the cusp of kicking you.

You need to unplug the Samsung one.
 
Edit: So i removed the Samsung SSD reinstalled windows again, but i still have the same issue
is there any I/O related errors on the Event Viewer? man your case is tough..if I were this, I'd try a reflash of my BIOS and re-start tuning settings one at a time..painstaking and time consuming, but it is what it is..

im seeing "DistributedCOM" errors

Der Server "{4A8EC270-ECA5-51BC-A8AB-551ED6D0CA26}" konnte innerhalb des angegebenen Zeitabschnitts mit DCOM nicht registriert werden.

The server "{4A8EC270-ECA5-51BC-A8AB-551ED6D0CA26}" could not be registered with DCOM within the specified time period.

I just ordered a new GPU for Testing purposes if that doesnt help either atleast then i know my GPU is not the problem, im gonna still change the Thermal paste though

So for now im 99.9% sure that Ram and my storage are not the problem

you have a threat detection installed (Antivirus or Firewall app)? seems like that's a process call of some sort..
 
I had my stutter experiences with 9800x 3d - things i did not have with my intel setup. But with that said, it could be caused by anything. Back in 2020 I had excessive stuttering in dota 2 due to - believe it or not - a corsair keyboard. Removing the keyboard fixed the issue. Sad cause I loved the keyboard.

I'd say go to a fortnite lobby, sit still - don''t do anything, see if it stutters. Then start removing devices (mouse - keyboard - speakers - mouse - camera whatever you have) and see if anything changes.
 
I tested the RX 9060 xt, i still had stutters in some games it was better CS2 for example i still had stutters but less, it was the same with the gtx 1060 GPU utilization was at 80-90% minimum, my 3070 sits at around 50 in cs2 that probably explains why it is smoother with the other 2 cards?

The problem with the 9060 xt is it has some major issues in CS2 FPS wise overall my fps were horrible with this cards, but since i still have stutters i dont think this is a GPU issue i could be wrong though
