These are my current settings, and even when pc is idle, CPU core 0 usage is 100% all the time, I play Valorant on this Laptop, the configurations are: i5-7200u(2 core 4 threads), AMD Radeon r5 m330 GDDR3 2GB VRAM and 8GB single stick
I get frame drops a lot in-game.
please guide me on how to fix it

Check the processes tab in the task manager and find what program is using the CPU
 
I agree with joemama. Look in TM to see if you can determine the resource hog. If nothing conclusive, kill all Chrome processes - or better yet, reboot then check with TM again.
 
why i suspect you have mining malware?

I have reinstalled windows multiple times

I did allt those, still nothing
 
I find it hard to believe nothing shows up in the processes tab, post a screenshot in that tab and sort by CPU usage maybe we can spot something.

Other way around, System Idle is just a count of amount of idle time, it is not what your looking for.
However system + system interrupts is taking the other 25%, which is one whole core.
And a high amount of interrupts could be many things, but borked drivers or the wrong drivers can easily cause it. Or you know, 10 tonnes of manufacturer bloatware.

Try using LatencyMon.

You might have a bad driver, stuck in an endless loop, using up CPU cycles. It is common for drivers to get forced on to the first core.

Process Explorer is another good tool.

Yes, there was a news article post here from the TPU staff @W1zzard about Catalyst Control Center stuck looping.

Not the case here. The issue you describe would clearly show in task manager as an amd process using tons of cpu time
 
I used to have this issue when running HDDs.

They would degrade over time, saturate bandwidth and cause hang ups which would then mount up very quickly to 100% CPU use.
