1080 Ti Performance Limited by Power Consumption (please help!)

My card has recently had its core clock extremely throttled and I haven't been able to find a way to fix it. Some days it'll fix itself over the course of the day if the PC is on but the core clock is almost always stuck in the 500 MHz area on boot. I've reinstalled drivers and set my preferred power management to max performance in the control panel but this hasn't helped. I logged GPU-Z stats and found that when the clock randomly fixed itself during the day, the PerfCap reason switched from 1 (Power) to 16 (Utilization, I think), and clock speeds ran normally after that despite wattage consumption not changing materially. I'm stuck - anyone have any ideas?

Pretty sure shunt resistor is broken/damaged/not working like it should...
Can you post latest GPU-z (2.32.0) sensor tab screen ?

Pin power readout should show you which shunt is damaged.
I guess it's PCI-e one though.

Yeah... probably shunt mod go wrong (now it's making card think it's drawing power from PCI-e when actually it isn't - maybe).
To check if I'm right, you would have to disassemble the cooling from card and check how shunt resistors are doing (with multimeter).

I'm guessing this is Idle/On desktop ?

Yeah its on idle. Would using the other PCI slot help? I've got a water loop set up and its a bitch and a half to disassemble...

Also - haven't modded the card beyond attaching the waterblock

No. Shunt failure is a hardware failure.
Changing slots/PSUs/Platforms/Monitors/etc. won't help anything (you can try if you want of course).

Regardless if your card had/has shunt mod applied or not, at this moment card is working in "safe mode" metioned frequently in Buildzoid's videos about Pascal shunt modding.

Driver basicly forces card into it, if somethings not right with parameters it receives from multiple sensors in power/voltage/current monitoring circuitry (like failed shunt mod, or failed shunt resistor), and your card is taking 4x more power it should in Idle state.

PS. Replacing shunt resistor isn't very hard, and should be relatively cheap to repair.

Is there a solution or is it bricked? I also don't really understand why it would be able to move out of safe mode mid day and run with normal speed.

Card is 100% NOT bricked.

Depending on type of it's failure, shunt resistor can for example make bad contact, but if temps are right it makes better contact making card functional again.

Usually visual inspection is enough to know in most cases (if you don't have multimeter).
If it's falling off from one side, or contacts look bad - it's a good sign what's going on.

I recommend a visit to good electronics repair shop, if you don't want to (or can't) do it yourself.
As fixing this may require soldering work to be done.
