core isolation is off, and I have voltage offsets of -70 on core and -50 on P cache and SA but as seen none of them are applying.

Any ideas? Throttlestop 9.7 btw

Update: I'm stupid, my bios had under voltage protection set to "auto" and we alllllllll know what that means

voltage protection
Bingo. The top middle of the FIVR window will show Undervolt Protection when this is enabled in the BIOS. Make sure IA-CEP is also disabled while you are in the BIOS.

Use ThrottleStop 9.7.2

What's the reason to use the beta? Also what's IA-CEP do? is that the thing that cripples Intel performance?

New versions always have some bug fixes. Read the included ReadMe file.

That can limit the max current. It cost me about 10,000 points in Cinebench R23 when IA-CEP is enabled.
What's your processor? 14900K?
