Yes, Techtu mentioned the on-board GPU (not audio) 1st, but it seems the OP didn't went that way. Mainly because OP said:

Scaminatrix find is a way to solve the issue, but I'm fairly certain that this case does not apply. Read what is written there, or just what I quoted and you'll see.

I see, but if that was the issue wouldn't he not get any picture on the AGP Radeon 7000 that he is able to get working?

That's what I didn't understand as well. When exchanging cards, the board must reset to On-board, but not switch to discrete AGP automatically (recent ones do it, though). However, when the MX440 is installed no display is given, for what I can understand, trough the card's VGA connector, no word about the rear panel I/O.
This would only make sense to me if the OP didn't clear the CMOS between changing from the Radeon to the GeForce. Because if he did, the 1st display would always be the on-board GPU, as those board usually do by default. When that happens, plug the VGA connector to the rear panel, it should display something, change the BIOS settings, save, reboot, now plug the VGA connector on the card's plug.
But so far, that doesn't seem to be what OP has done, at least from what he has written.

Bios settings
disabling sound
different IRQ
unplugging all extra hardware

....still dead

I have 1 more question, before i can "Play in peace".
When I play games like ET or GTA San Andreas, my fps average is like 18fps with my
Radeon 7000.
Its an old card so I expect nothing more! Infact Im proud that a 2002 Card plays 2006 games!!!

But still, Im gonna have to upgrade my gpu if i want to play 2007 / 2008 games (LOL)

I can't see why it wouldn't. As I said, I've ran a 9200 SE on a Pentium 3 board with AGP 2x @ 3.3v and it worked for a long time. But might I suggest an HD 2400/2600/3650, or a GeForce 7800/7900 GS? These are ought to give more performance than a 9800 card, enabling you to run the games at higher settings. Just be sure to find a used one. New ones can be very expensive. A used northwood P4 3.06 with HT can be bought cheap these days too.
