AMD Radeon RX 6900XT

No, not really. Same game, even lower settings (because I turned Raytracing off) but worse performance..

Flight Simulator 2020 even should work a little bit better, or atleast same as the RTX 3080. But my conclusion is: I get less FPS than with the RTX 3080.

Can you fill in your specs?
Do you use the FreeSync/adaptive sync/Enhanced Sync in the graphics card driver or the game? Does your monitor support FreeSync/Adaptive Sync?
Switch all those off in the graphics driver and the game and see if that helps.

Hello, yes I do use Enhanced Sync. This option is turned on in game and in the driver. Why should I turn this off?

that's the point. If you turn it on in the game don't use driver settings. You need to find which way is better.
I suggest switch everything off adaptive, freesync, etc everywhere, in-game and driver and try if there is a stutter. When that is resolved switch freesync in the graphics only and leave the game settings alone and look. You may want to go all the way around as well. In game settings on graphics driver off.
Some games, when you have adaptive in game and freesync in the driver may cause stutter.
I got that behavior in some games. (Never played Flight Simulator though) Euro truck simulator has that problem, WRC FIA 8 and 7 also have that problem.
Just try it and see if there's an improvement in the stutter department.

I will try it, but I don't have FreeSync enabled in FS2020 so why does it have noticeably worse performance in comparision with the RTX 3080?

Worse performance or stutter? I thought you said stutter but now i'm not sure, if you have simply lower FPS?
Like I said, never played MS Flight Sim so I don't know what settings it has. I also don't know what settings you have set in game and the driver. I'm just saying how some games behave and this is what I'm sharing. Just try it out and see if it will perform better if you switch these off. Then try with driver option or in-game and see which one works better.
You can also use some monitoring tool to see how your card behaves when playing.

Stutter in Cold War and worse performance in FS2020.

Monitor the GPU while playing and see if it ramps up to 100% utilization and what core and mem speeds you get during gameplay.
If you don't get 100% utilization, you have some sort of bottleneck.
 
I still don't have any idea why Call of Duty is stuttering and has less performance than my RTX 3080.
i forgot to mention something that you could try.

it helps with CoD problems in general for me (WZ,MW,BO:CW)

close the game and the bnet launcher.
go to documents and delete the whole call of duty black ops folder (shift+delete to not have it in the bin on the desktop)

then start the game again.

I don't think this will help. I don't really get it, a 6900XT which stutters in-game. Anyway, will see.
 
what PSU do you have?
my Dark Power Pro 750W can't handle the power spikes even as a high end S Tier PSU.#
 
I just checked mine and yeah it does run at 0Mhz. How about that. Well only if i do absolutely nothing that is.
 
I see nobody asked the temperature at which the gpu operated. 80 °C and the stutters are powerplay related. You should start chill no matter what.
