I got 15500 points in Cinebench R25 now so as it should be. But it’s still not ok that you have to take this step in my opinion

It is definitely set to high power in the windows power settings.
How about from CMD run powercfg.cpl. That should open the old style power options(let's hope it's still exist in Win 11) and see what power profile is set there.

The smarter once do,the rest are either returning and fuming or just fuming :D

If my Cinebench score jumped from 6000 to 15500, I would not hesitate to use ThrottleStop.

I agree that no one should be forced to use ThrottleStop but many users are left with no choice. Contact Asus. Ask for an explanation or a refund. Their "out of the box" experience is terrible.

It is German and says „High performance“

i still think that the problem is, that the system doesn’t notice that the power is plugged in because I got this message yesterday in one of the Asus programs. If it wasn’t a 3k€ laptop I wouldn’t mind but in my opinion this is nothing but a scam from Asus

Intel CPUs do not need two completely separate sets of turbo power limits. It is best to use the MMIO Lock option to disable the secondary set of power limits. I would only use the MSR power limits to control the CPU. If you use the MMIO Lock option, you do not need to check the Sync MMIO box. Locking this power limit is more efficient than constantly monitoring it to make sure it is at the correct values.

Try checking the Speed Shift EPP box on the main screen and change 128 to a value of 0. You can click on the EPP value to edit it. The FIVR monitoring table will show what EPP value the CPU is using. EPP set to 0 is a true high performance power plan. Windows 11 might have castrated this default setting compared to Windows 10.

Setting EPP to between 32 and 84 is a good compromise if you want lower MHz when lightly loaded.

....or something is still messing with the power(Intel DTT comes to mind)?
One thing for sure,ASUS is the new DELL when it comes to make all of their laptop customers miserable,upset...i can go on and on i just don't want to ruin my sunday here

Hehehehehe....they forgot to mention to subtract 105W first :D

I forgot about that nasty software. Intel Dynamic Tuning technology is a disaster for many recent laptops.

When you read through the Intel propaganda, you might start believing that this driver and software is a good thing to have installed on a laptop. Usually not.

@RonnyTM
Have a look in the Device Manager to see if this is installed on your computer. Trying to fully delete Intel Dynamic Tuning from a computer is about as much fun as trying to remove a nasty virus. It likes to re-install itself.

Intel's goals may have been noble but this gives individual manufacturers way too much control over performance. Your Cinebench scores at default settings confirm that the engineering team at Asus need to give their heads a shake.

I just double checked, but this intel software seems to be present nowhere in the device manager. I went through all categories several times…
Meanwhile I reached somebody from the Asus support and they wrote an email to me that I should perform a hard reset as well as a bios reset. Of course.. now they want me to fill out a contact form again for their level2 experts which I can’t even find on the home page. I guess this was my first and last time with Asus. I am actually thinking about simply sending it back. If only 3DSMax was running in OSX I would just simply switch to the MacBook Pro and be happy…

Going to be the easiest thing, send it back

Can you post a screenshot of your Device Manager window. Probably better if it's in English(if possible of course).

@RonnyTM thanks for making the effort to show in English. So....this is taken form DELL's website just to point you to the right direction:

Intel Innovation Platform Framework Driver

This package contains the Intel Innovation Platform Framework driver. Intel Innovation Platform Framework supports Intel Dynamic Tuning Technology (Intel DTT) and Intel Context Sensing Technology (Intel CST). Intel Dynamic Tuning is a power and thermal management solution that is used to resolve fan noise, overheating, and performance-related issues of the system. Intel CST accurately detects human presence in front of the system using features like Wake on Approach and Walk away Lock.
Pay attention, removing it will not be easy as ususally windows will reinstall them either later or after the next reboot.
There are very informative guides out there on HOW TO. Find one and follow the direction and let's se if it will make any difference.

No problem. Many thanks again. I just uninstalled all of these drivers in the device manager and afterwards disabled the Wi-Fi and re-booted the system. The drivers were still not showing up again in the device manager and after running another cinebench r23 the issue was still present :(

the issue was still present
I think we all here got to conclusion that running ThrottleStop on your end is a MUST.
The hope by uninstalling Intel DTT was to see if the Speed Shift value would change to 0(real High Performance Mode) from 128.

Believe it or not. This morning I received an email from the Asus support. I actually wanted to delete it when I read: „please try to flash the bios again and please install the intel dynamic tuning driver, which we have just sent you in the following link.“

well.. after installing this intel DTT (DPFT) driver it finally worked. CPU is now clocking at 2,8GHz and 100% load in cinebench r23. I just wanted to let you guys now. And again I wanted to say thank you so much to everybody for trying to find a solution. Here is the link to the driver if someone might encounter this problem as well:
