For me it would be a tossup between the Deep Ass ( :D ) and ALF 240.

So... water cooled then. It's only a 3800x. Nice CPU but unless your doing a mental amount of overclocking most of the options seem overkill.

The Arctic LF II 240 is $91 on Amazon at the moment, the 280 is $103 and the 360 is $116.
 
Fuma 2 can handle the heat from a 3800x perfectly fine and at $60 USD, it's really the best for the price.

You really don't need water for it.

I vote for ID-Cooling SE 234, killer performance at 40usd
Down to individual preference, id slap on 10-20 bucks more for lower noise levels any day of the week (eg. fuma 2). I admit I love the chunk in the trunk too.

That ID-Cooling.. cooler, actually is super quiet. I've got a build with the black one (okay well, slightly different but damn close) and even with the fan going full blast, it's quiet. Performs pretty damn good for the price.

I can’t say for certain because I haven’t looked, but I am leaning towards easily..
 
the correct choice would be Arctic Liquid II 360 or 420mm, if it fits to your chassis.
LQII/420 cools 10 degrees better than Noctua NH-D15 which cools better than several water coolers you have chosen : 240mm is not good enough today.


 
AIO permeates over time where air coolers do not. If you don’t mind rma’ing your aio every couple of years to maintain peak performance, then sure I will agree. But if you are willing to run an aio, you might as well just go with a custom loop that you can top up periodically.
 
yeah, there are advantages and disadvantages to both.
Everything in OP's list is water cooling except Assassin III, everything is AIO, everything is more expensive than Liquid 420mm, everything has less performance.

So I thought I will chime in ;) Arctic isn't built on the default Asetek (or whatever it is), Arctic provides 6 years extended warranty on their products so it CAN'T BE that bad... otherwise they would go bankrupt.
I didn't question why AIO is needed on AMD 3800x and why it's needed now - why it hasn't been needed so far.

They would take down a couple others. Arctic manufactures for other brands. The only reason they don't compete is because they already have the market to themselves. If you think the opposite, just look how clean the Freezer looks. Everything else is second rate by looks only.
