CPU issue with throttle stop

I have an i5-4300m

My computer gave me a bsod.

And now my CPU when i dont have throttle stop opened is stuck at 0.36 ghz but when i have it opened not even with the settings on it goes back to full speed.

Im wondering why this is happening. And how i can fix. My computer. With this. To return it back to normal.
 
Your computer is almost 12 years old. A sensor on the motherboard might be covered in dust and has shorted out or maybe a sensor has simply failed. Nothing lasts forever.

What does the Limit Reasons window show? Post a screenshot of the main ThrottleStop window, the FIVR and TPL windows and the Limit Reasons window if you want to know more. If ThrottleStop can solve your throttling problem then keep using ThrottleStop.

I fixed it by uninstalling throttle stop and then reinstalling it.

I also had a spare CPU for that socket so i replaced it and now it works fine! I also applied your guide with it so thanks because that also helped me too!

To fix the bluescreens i made it blue screen again 3 times so i could just do an automatic repair. That fixed everything with that! Thanks for the advice you guys are always really helpful!

I also had broken pins that i didn't even know about on the old one so im glad i switched it out.
