Gen 4 slow down because of Gen 3 boot drive?

Can Windows actually control PCIe revision, or does that have to be set in BIOS? I know some of the TPU staff have done some PCIe testing, wasn't sure if they could control it through Windows or had to reboot for each test.
BIOS, it cant be altered in real time
 
That's what I figured. Is there anything in windows whatsoever that could affect it?
Just ASPM settings, which affects the sleep state (not generational speed) of the pcie express link. But only if the bios is configured to allow OS control which I believe most boards disable that by default for stability reasons (At least ASRock ones do anyway).

No, stock NVME is in auto mode the bios will detect the fastest the NVME can do and use it.
 
There is really no need for a gen4 Nvme drive for windows imo. For games storage yes as i use my two blacks for, i see no slowdown at all using the Gen3 drive for windows.
