[GPU-Z Test Build] BIOS saving on Turing

This build should enable BIOS saving on Turing GPUs (TU102, TU104, RTX 2080, RTX 2080 Ti).

Please also test on older NVIDIA cards if the BIOS can be saved correctly, I added a few new safety checks.

No testing needed on ATI/AMD, those use a completely different code path.
