Gtx 1650 not working in Optiplex 7050

I have a gtx 1650 which I bought for my Optiplex 7050. It requires an external 6 pin power connector so I bought a six pin splitter off of Amazon to connect to the GPU power cable but it won't power on. It works fine using the splitter when the gpu isn't plugged in but once it is plugged in it won't power on. Any one have any ideas?
 
What size is the 7050, desktop or small formfactor?

By the sound of your issue, your 240W power supply is too small to power the 1650 you added to it and that is why it will not power up when the 1650 is plugged in. Take a pic of the inside of the PC so we can see what supply and motherboard adapter cable you will need.
 
It's the desktop version.

One of the 6 pins appears to be missing on the GPU, and the CPU power doesn't look like it is pushed in all the way.
The power ratings on the side of the PSU are unreadable as it is blurry.

This is the adapter I have to connect both of the 6 pins to the PSU

The GPU is only a 75W card so should run using the PCI-e power alone, but plugging it in helps.
The issue as mentioned before is probably the PSU not having enough power for that system AND the GPU.
Nvidia recommends a minimum 300W PSU.
 
Dell uses standard power connectors in a nonstandard way, likely whatever voltages the GPU requires are either not there or are different. Alternatively/additionally the PCIe slot doesn't provide the 75W of power the specification requires, again because Dell doesn't adhere to standards.

There is a good reason these Optiplex shitboxes are so cheap, it's because they aren't designed to be upgraded. Buy a proper system and you won't have these problems.

That's half the reason I bought one because I didn't want to have the same case that everyone does and I bought knowing it would be easy or straightforward to upgrade.

I knew the PSU was probably going to be the problem anyway but I saw these splitters and bought them on the off chance they might work. I wasn't expecting them too but it's just annoying they don't.
 
and the ram is in the wrong slots for dual channel i think
 
Id say the gpu is bad
