we need more information on dad, is he good at fixing problems/issue with pc?
if i was op i would steer clear of amd platform for him.
Don't get me wrong amd is good choice for gaming too but it has its own set of problem when building a new pc around it.

Just from the amount of people posting for solution just here in tpu for amd cpu issues is quite high already.
I'd be mad spending around almost 4k on a pc that requires tons of tinkering to get it stable and whats not.
I'd recommend going intel just my 2cents.
I think the Op not his Dad is the tech here, and he is adept.
Plus that's a perspective based viewpoint, get the right ram and Ryzen is a piece of cake.
There are plenty with issues on intel too, AMD doesn't have the moaning market cornered.

Because someone set their budget for $4000
When someone sets a budget, in my mind that means "I am willing to spend _up to_ $XXX", not "I absolutely must get rid of $XXX".
And $4,000 is so over the top, you can buy Apple hardware and still pocket some change :D

Benchmark Scores I once clocked a Celeron-300A to 564MHz on an Abit BE6 and it scored over 9000.
Yeah, the best way to spend $4,000 on an upgradeable desktop PC is to spend less than half that on a high-quality PSU, Case, and peripherals then plonk some current-gen sweet-spot CPU/GPU/Storage into it.

In 3-4 years rip out the old platform and put in whatever the sweet-spot is then for another $1000, and repeat in 6-8 years. Viola - a decade of high-end gaming without worrying about future-proofing up front.

Funny how ppl say "wait" (please make a sticker for your fridge, with tech you can always "wait" for something new),
or want to waste money where its not needed (past 1080p an intel is mainly for e-pen measurement, unless you play FPS shooters on a competitive pvp level),
nor is intel less problematic (how many security issues again?), especially when i see ppl referencing "how many ppl post about problems online",
as its common to have multiple times more people using the same hw WITHOUT issues, and will probably never post about their positive experience.

Something like the HD650 is definitely overkill (to run off onboard), getting something like a 558 and mode them (5 min max),
will make them sound like the 598, and way above most other cans in that price range.

Even the best case setup (airflow wise) will cause most mid/high end cards to throttle (Nv after 43*C),
so just recommending a ti cause its the fastest single chip, isnt the best way.
There are users out there that have seen more fps coming off a water cooled 2080, than they got from an aircooled ti.
And even if not, most titles that are older than one year run just fine in 4K@60Hz on my 2080S.
Just because there is a big budget, doesnt mean it needs to be maxed out.

did not include case/headset/speakers, as that is usually a bit more down to personal choice.

Exactly, mindfactury has 4 times more people buying Ryzen then intel at the moment.
I percentage terms we should reasonably expect four times the amount of issues if that's the case.

Yet still as your saying the vocal majority are Not the one's without issues, those without issues are gaming and working not moaning.

Those with issues are vocal as is usual.

Benchmark Scores They're pretty good, nothing crazy.
If you're not going to want to touch the machine tweak it too much or replace any of the chips then a 10900K with a 2080ti now and leave it (the MSI trio X or ASUS Strix --something that isn't super loud ideally).

If you're going do an update to the GFX when Ampere comes out and are open to plopping in a new processor at the end of the year then 3700x w/ 2080 super (change the 3700x to 4900x when it's out, and the 2080s to 3080/3090).

The whole issue with this build is it's a bit towards the end of the sales cycle of the hardware being put into it, so really the best thing to do is wait 3-4 months and maybe pick up the monitor now.
