Help- PC On BootLoop. Fix Upgrade or Buy New?

Processor ntel Core i5 3450 @ 3.10GHz Ivy Bridge 22nm Technology
Motherboard : Gigabyte Technology Co. Ltd. H77-D3H (Intel Core i5-3450 CPU @ 3.10GHz)
Memory 8.00GB Dual-Channel DDR3 @ 665MHz (9-9-9-24)
Video Card(s) Gforce 1060 3b.
Storage 447GB KINGSTON SUV400S37480G ATA Device (SSD)
Power Supply thermaltalk TR2 RX 550pp
tried both rams seperatly- nothing.
tried set on other slots- got 1 long beep and 3short beeps after.
then 1 short beep every 5-10sec.

same behavior after reboot


EDIT:
I dont understand whats going on...
after i left the pc for a min or 2 with the single beep every 10sec, it shutdown itself.

then after reboot, single beep, and bios popup appeared asking me 3 option, i choosed "Set default settings and boot" and windows started and all looks ok.
i shut the pc down and powered up again- working.
i suted down 3rd time, still working...

now it is up and looks fine again.
note at the moment- both rams are in the 3rd and 4th slot(they was at 1st and 2nd).

Board manuals typically tell you what slots to occupy first when using only 1-2 modules of ram. If it fails again try other ram. Also check for mobo bios updates
