Help Please: PC Won't Boot!

Awhile back I had the following problem with my then main PC, which I couldn't quickly fix, so I had to build a new PC, with:
New: Mobo, Memory, CPU & Fan. And...
Re-using the original: Case, Case-fan, Power supply, & HDD's.

But now I'd like to fix my original PC...
And make use of all those currently unused parts...

Mobo: GIGABYTE GA-Z87-HD3 (1.x)
Mobo BIOS Ver: F7
Mobo Serial No: 1/D/DG6218 0345
CPU: Intel Core i5 4670K S1150 3.40 GHz
CPU Part No.: SR14A
Operating System: Win 10 64-bit
SP: whatever's on the OS install disk
Memory: Corsair 2 x 8GB / CML16GX3M2A1600C10

When I power-on this PC, it has the following problem:

I don't hear the usual single POST bleep, and Windows does not open.
Instead, only the fans run, and I can hear a faint intermittent-click,
like the click I hear when I press the reset-switch.
Eg: It sounds as if the PC keeps starting and then instantly resetting itself, eg, on/off, every 2/3 seconds

The monitor does not display anything, or even power-on from standby.
The HDD does not appear to be on.

So next:
I shut the PC down.
Then I disconnected each of the following items, one item at a time, and then re-booted, eg:

HDD, CMOS battery, DVD Drive,
The second of my two memory sticks (from slot 2):

But I still got the same intermittent-on/off.

Then I swapped over the memory-sticks, eg:
I replaced the memory-stick in slot-1 with the memory-stick that I'd previously removed from slot-2.

But I still got the same intermittent-on/off.

Next:

I unplugged my Network Cable & my monitors D-Plug:
And now the PC gives one bleep...
(like the single POST bleep I would usually get at power-on, which would normally be closely followed with the display of the gigabyte logo, and the boot options along the bottom of the screen)

But as I've got the monitor disconnected, I can't see what is actually happening.

So I powered-down the PC, then I rebooted,
and now I'm back as before, with the same intermittent-on/off

Next:

I unplugged all remaining external connections, and removed my only PCIE card from its top slot.
But I've still got the same intermittent-on/off

Finally:

I removed the remaining memory-stick in slot-1.
Now I hear continuous rapid bleeps.
So I powered-down the PC, and...

I put the same memory-stick back into slot-1.
And got the same intermittent-on/off

So now:

I've disconnected all of the internal removable devices
and I've unplugged all external connections.
And I still get the same intermittent-on/off

At the time, I checked the voltages on one of the power-supply-cables
that would normally plug into a HDD, which all seemed to be OK.
And I've been using that same PS in my current new PC without issue.

At the time I suspected the Mobo, so I contacted GIGABYTE,
who said it could be a corrupted BIOS, which they were not interested in repairing.

Q1: So what's causing this, and how can I rectify it?
Q2: If it is the Duel-BIOS-Chips, can I re-program them, without having to remove them?
if so, what would I need, and where would I get it from ? etc, etc.

Use an eraser to clean contacts on RAM modules. Disconnect both, clean contacts then install one into RAM slot closest to MoBo edge, not to CPU socket.

It could be your PSU. Maybe open it and see how dusty it is inside.

Get some thermal pase, electronic grade contact cleaner from CRC or WD 40 Special, a spare CR2032 Coincell battery for CMOS, a spare Power supply, spare keyboard and mouse and spare ram.

Pull the motherboard from case and set on non metallic/non static building surface. Do a proper cmos reset by reading your board manual. After that pull the cmos battery. Remove the cpu heatsink and cpu, inspect the motherboard cpu pins for burns, dust, bends, scratches, rust/corrosion, shorts, get a nice close up shot of them. Inspect the cpu as well, spray down the pads with the contact cleaner, set aside.

Clean and inspect the ram pins as said above.

Grab your motherboard inspect the ram/pcie slots and all ports (I/O, internal, external) on the motherboard for the same things like on the cpu socket/cpu.

Inspect the front and back of the motherboard for the same stuff as above. Spray the pcie/ram slots and gently spray the cpu socket with contact cleaner, shake out and let dry. Dust the board off aswell, do not let any nozzels contact the board.

Clean mouse and keyboard plus with contact cleaner (plugs are on the input devices, jacks are on motherboard) let dry.

Pull the power supply from case and Inspect the ATX 20/24, P4 12V , EPS 12V power connectors on power supply, make sure all pins are seated correctly inspect all other connectors, check for same things like on motherboard/socket, clean the pins as said above.

Do not put anything back in case.

Reinstall cpu & heatsink with fresh thermal paste

Insert ram in correct slots for 1 module use only.

Install fresh cmos battery, do 1 last clear cmos.

Hook up original psu, monitor to motherboard, keyboard, mouse, nothing else, check OSD settings on monitor and ensure you have correct input set.

Start system and if it is no boot start by swapping psu then keyboard, mouse, ram, try different socket even,

if no boot the board or cpu are dead, at that point take to shop and verify which is dead.

Its either going to be the PSU or RAM. Id try 1 stick in all ram slots after using the eraser on the contact pins as stated above. If that doesnt work, try swapping in another power supply and see if that corrects the problem.

I wouldn't do that due to capacitors holding charge.
It's never recommended to open up a power supply. One wrong move and youre dead.

Ive had to discharge Air Conditioner and Wash machine capacitors before. To hear the loud pop just allows you to know how bad a zap can be.

I don't believe @jonnyGURU would recommend opening a powersupply

I get everything you guys are saying. I guess I should have said look at the power supply and if you are technically inclined enough open it and dust off the caps. The OPs problem reminded me of an issue I had when I built my first PC. I went with a modular unit from Ultra with a blue LED fan. When the computer started doing exactly what the OP is describing after 4 days of use. Thankfully I was able to get my Dad to help me and he ran tests to prove that it was indeed the PSU. Needless to say I now would never use a non reputable PSU for any build.

I had a ultra x connect and it worked well, i had stored it and elements got to it and caused it to go pop 1 day...

It is long shot but humor me, especially that it takes seconds to perform, disconect from mobo both power on and reset momentary switches and tray to power on system by shorting the pins with screwdriwer .cheers

I've had similar issues in the past. Firstly, fiddling with the slots, or the ram itself does the trick 8/10 times. Next, try another PSU, when experiencing any power loss/cycling. My last AMD board (970A G43) failed with the same reboot loop, I literally replaced every single component, if your situation is similar fans spin and lights go on for at least 5-10 secs before rebooting. I didnt realise at the time but the fans (Loud CM Jetflos) spun at 100% from the first failed start before clearing the CMOS even once. They would usually spin at 42.5% as set in bios and NEVER faster than that as it had voltage not PWM control. It was a sign the bios itself was being ignored, a bios reset would usually lock fan speed to 67.5%. Lastly I tried to repair the bio which I did on another MSi board with no video output but it requires the PC to stay on for at least 10 mins which was not possible.

All the components are still working today. I even wasted money on a replacement CPU due to stupidity as well. I believed that excessive cooling+heavy underclock/volt meant that the board couldnt fail. I was wrong. In your case please replace everything first as the board looks to be a decent chipset + VRM looks ok too (I usually guess based on number of chokes and capacitors unless buildzoid reviewed it). That said your board supports overclocking and your CPU was fairly power hungry so it could have failed regardless.

Ive had first hand experience with working with this particular board. Before it stopped working properly. did you try to update the bios??

Heres my thread from 2018. Updating the board from F7 to F8 would just freeze the entire system and it would not post unless all the optical drives were unplugged and even that was a huge maybe.


Maybe not quite the same problem you are having but it sounds sort of similar so theres a slight possibility
Yeah OP will confirm but I'm pretty sure your thread will fix the issue if the PC just stays on. I should also add that I think the one thing I didnt try and wonder about was shorting the green and black wires on PSU so PC cant reboot.
Edit: Sorry all I realise I'm confusing the issue I had with the one OP could be having. @OP if you did not try to update the bios then please swap out PSU and RAM firstly.

hey are u connecting your monitor via graphics card?
try connecting through your motherboard hdmi to see if you are getting anything?
