Help with FPS problems (CPU bottleneck?)

I have R7 2700x
GTX 1660 TI OC edition
16gb ram 3200mhz
650W
great cooling
Here in this scenario on everything low, because i play competitive and i need every frame.
I suggest that its CPU bottleneck idk here you can see a picture

do you run your RAM in dual channel and do you have XMP/DOCP enabled?

Reinstall Windows. Something is terribly wrong. Don't install anything aside from fresh NVIDIA drivers and the game. I've seen something like that only when setting Windows Power Management to Power Saver Mode.

Reinstalling Windows is a chore. Try Reset first. Shouldn't touch any data except programs installed in C:/ and various Windows settings but backup User folders if you want to.

Are the 60fps frame limiters turned off in the game settings or gpu software?

It might be helpful if you listed all the tweaks you have used on this system and in the game. Might try going back to stock settings everywhere for effect. Your previous posts suggest that performance was good at some point in the past...right?

Sounds like a user bottleneck, take it in to a shop for a checkup and reinstall, your windows key is tied to your hardware and will reactivate anyway.

Some kind of game boosting feature or something is what it looks like to me, one that's failing Todo it's job.

Possibly a miner virus too.

and i think its not miner virus because in task manager its not used anything
 
Try the full reset then IMHO
 
if i upgrade to rx 6600 xt will my cpu bottleneck r7 2700x or i should get the gpu and r5 5600x-(maybe)

No you will always have a bottleneck,. Everyone and everything is bottlenecked, but this is a issue isn't it not just hitting a bottleneck , I would deal with the issue I had personally.

You're playing 1080p low, you will always be bottlenecked by cpu in Unreal Engine. Changing gpu won't do a thing, you can read up on this or throw money on new parts hoping your problems will go away.
 
my friend has the same build but with 32gb ram and gets 50% usage 200 fps smth like that
