Is this input lag?

But don't you think that simply changing the monitor will solve the problem? Of course I will try everything that I was told here on the post, but if any of this doens't fix the problem, I dont see any solution beside acquiring a new monitor

Thanks man! First I will try every single solution that I found, including the ones here. And after I tried everything and still having the same problem, I will try to sell this monitor and buy a new one.

Dont happen to have a monitor you can borrow? Friend? neighbor? work? school? heck even some stores if you know some nice people. You know, just something to test with a bit quick see if it makes a difference. Before one starts throwing money at the problem that is.
 
Could mouse acceleration (enhance pointer precision) have been toggled accidentally? If it used to be on and is now off, that would explain the mouse feeling slower on the faster flick-like movements

I can try to ask for a friend of mine, but Im not sure if he's able to lend me the monitor, especially because all this pandemic thing, but I will try.

Maybe, but I dont think so man, cuz the only way to change this that I know, its on windows config, and I didn't change anything before the problem started. Just to be sure, where can I turn this off?

Windows 10 Settings > Devices > Mouse > Additional Mouse Options (on the right side) > Pointer Options > there's a checkbox for "Enhance pointer precision"
