MSI R9 390 8GB graphics card and Intel Xeon E5 1620 CPU give me lower than expected frames.

X79 uses the Socket 2011, not compatible with 2011-3.
i7-4820K and i7-4960X Extreme Edition are the optimal 2 for your board, with the highest clock speeds.

The 4820K & 4960X are socket 2011 aka X79 CPU's not 2011-3's which is the X99 platform. A Xeon E5 1680 V2 can match a 4960X in overclocking speed and do it with two more cores. I have both of them currently in use along with a 2011-3 X99 5960X.

Exactly, 5820K/5930K/5960X (Haswell-E) and 6800K/6850K/6900K/6950X (Broadwell-E) are LGA2011-3 CPUs. 3820/3930K/3960X/3970X (SB-E) and 4820K/4930K/4960X (IB-E) are for "the basic" LGA2011.

What's your point, I already explained which CPU he needed for his Socket 2011 Motherboard, your rambling about a V2 Processor is irrelevant. :shadedshu:

Because your post is incorrect. Get your facts straight before posting misinformation. The Xeon E5 1680 V2 is an unlocked 8 core socket 2011 X79 CPU. I'm on mine at the moment posting this. The GPUz results of it at 4.7Ghz were posted in the Xeon and X79 forums a few months ago.

He's just saying his V2 can take on your i7s in clockspeeds but with more cores.
 
Your 3dmark is spot on, I run a 390 in a Precision t3600, I got better performance swapping my 1620 with a 1660

I pointed out the best stock CPU's for his system, not everyone likes to overclock the shit out of theirs.

To be fair if I could overclock my server chips I would, but if I'm doing a build for someone I'll leave it all stock until/unless they learn more about their machine and how to keep it running good and stable. Some people like stability and some like fast.
 
People are glossing over the fact that OP has an HP Z420 workstation. These are C602, not X79. Overclocking is possible with XTU, but not to the tune of 4.7GHz without exhaustive modding.
