Hello everyone. When I start overwatch 2, the processor is loaded to 100, and this load is not from any process, but from the game. Because of this, my processor has a frequency of only up to 2400 MHz. And because of this, the game lags a lot. But some time passes and everything becomes normal, the game again begins using 20-30% of the processor and the frequency becomes normal 3800 MHz.

CPU runs hot, downclocks itself, CPU usage spikes due to the slower speed and you see the framerate drops.

That model laptop probably wasn't design to dissipate all the heat from gaming.
Try capping the FPS to 30.

Well what you described sounds like a temp issue.
Between the CPU and the iGPU, there is a lot of heat being generated in one place on a laptop that wasn't designed to dissipate a lot of heat.

You said all of the usage is coming from the game. Once the system detects the 100% load, it starts to down clock itself to prevent overheating.
Perhaps the CPU/igpu doesn't need to work as hard between matches or sections of the map.

When you load up Overwatch it will heavily utilize AVX. Ive had my 8700K BSOD on overwatch 1 a year or two back when I had too much voltage on my OC on a desktop PC go figure (see my specs, there is over a Kg of heatsink on it too) - it was a hot summer evening, core spiked beyond 100C at game startup and poof.

Try using Throttlestop and reduce the clock/voltage under AVX loads, if that doesnt fix it, tweak/undervolt the CPU further. FPS capping wont help you here - AVX will run the CPU voltages up too high regardless of framerate; instant throttling occurs on a laptop even if your temps are in check.

Ingame CPU load shouldnt be a dealbreaker on this game. Its about loading of maps and game itself primarily. If you do cap the FPS, go for 60 because 30 is borderline unplayable in competitive multiplayer.

I just installed Overwatch 2 to see what the problem is. Man, Blizzard make you jump through hoops to even get to the main menu.

Testing this on an oc'd Ryzen 3 3300X -- a 4c/8t SKU whose ST performance about matches the OP's i5-1135G7, though with 20-40% better MT. This is a desktop CPU, and I'm not thermally or power constrained.

Immediately after the installation I saw elevated CPU usage in the game for about six minutes, with initial total load at 100%. On each subsequent launch CPU utilization in the menu is as follows, with a 57 fps cap:

High CPU usage on initial game launch (or following a major update) is typical of most new games. As has been suggested, clock throttling at full load usually indicates insufficient cooling, but may also be the result of boost/power limits set in the BIOS.

To the OP, if your laptop shows normal temps in regular use, my advice would be to wait out the initial heavy loading of the CPU in the main menu, upon launching the game. Join a match only after CPU utilization goes back to low to avoid unwanted fps drops in-game.
