I don't think we are every going to find out exactly the manufacturer. I'm guessing this is just a random "made as cheaply as possible" chinese 7300GT.
I mean, it looks like it could be an even more stripped down cheapened clone of this Galaxy 7300 GT(in PCI-E x16 though):

The OP might just try installing the latest 7300 GT drivers, which are 309.08: http://www.geforce.com/drivers/results/82758
They might just work and then GPU-Z will be able to read the card correctly and give us the rest of the information we need.
But if someone is trying to pass this off as a 9600GT and has flashed a screwed up BIOS to the card, we might never know because that PCB screams cheap Chinese clone to me. I can guarantee the card is G73 based though, which means it really isn't worth much time and effort.
