New CPU and Mobo, continuously running hot and slow

Hey guys I have an issue that i'm running into and I have no idea why its happening, I feel like I must be crazy.

Parts list:
1. CPU = i7-9700k
2. MOBO = Asus Prime z390-A
3. Cooling = Corsair H100i RGB Platinum SE
4. GPU = Asus 1080Ti
5. RAM = GSKILL Trident RGB 32gb


I just upgraded from an i7-6700K I have had for years and a Gigabyte gaming 7 a couple days ago. I bought a new CPU and mobo (above) and when i set it all up, I noticed that in BIOS the temperature would steadily and slowly go up to 90 degrees Celsius. The red CPU light on the mobo would also be steady on. So i go "maybe my cooler is shot and taking it all apart killed it" so I went and bought a new cooler too (above) and installed it with the stock paste. Still steadily going up to 90C in BIOS. I'm like "screw it I'll return the mobo and CPU both to the store" (thank you Microcenter Denver I <3 you). I go back and return them for two brand new copies of the exact same stuff because I really do trust both brands. I tear everything back apart and build it back from scratch. Finally get it all back together and turn it on and it does the exact same thing. I go past BIOS and its running at only 800mgz and really really sluggishly (unusable). CPU-Z test it and i get in the 40s on multi threading. This is over a period of about 10 minutes, I even went straight to intel's website and downloaded the latest driver. I am seriously so stumped. I am sorry if i broke any forum rules but I am brand new here and really need this computer for work come Monday. Any ideas? I will post some points below.

1. I am tightening everything down with a screwdriver.
2. I am using brand new noctis thermal paste with no change.
3. When i Unseat the cooler from the CPU, there is an even disbursement of paste across the entire thing.


I feel like i must be missing something obvious, I have rewired the entire thing (with guides) twice and i have replaced almost everything in the PC except my PSU and GPU. Even have gone through two brand new CPUs and Mobos.

You take the plastic off the cooler? Like, that little thing where it goes onto the cpu?

Noo there might be a plastic-like film that you peel off the cooler base.
 
Okay. If there is no plastic there (you wouldn't be able to feel copper) and you're 110% sure your mounting is good, pump power is plugged in yes?
 
with my now kaputt corsair aio because of cheap alu screws that wore out i had same prob because pump was running very low rpm.
after installing corsair software i could give it full speed and after that it had ok temps

and don´t over tighten screws and not too much paste maybe
 
Yeah I have it plugged in the pump lights up and everything. Sata power straight into my psu and then a 3 pin into the cpu_fan header

with my now kaputt corsair aio because of cheap alu screws that wore out i had same prob because pump was running very low rpm.
after installing corsair software i could give it full speed and after that it had ok temps
OK I can try that again. Just sucks because it's running so shit it's hard to even get software downloaded
 
See if installing the software like @basco mentioned helps.
 
the 800mhz bug i only had on socket 1366 if ya overtighten the cooler.

its a long shot but what power supply ya have?

and missed another one: did ya install the spacers?

I just have ram banks missing with my 1366. :roll:
 
Ok so I just downloaded the link software and core temp. I took a pic with my phone so sorry for quality but the pc is barely running so a screenshot wasn't in the cards.

Corsair software shows 22c, while core temp and bios shows serious heat.

can ya feel vibration on the pump?
does the software tell ya at what rpm its running or quiet mode or performance?
and the cpu downclocking is protecting itself from overheating-so thats a good sign it´s working as it should.

maybe ya missed it but did ya install the spacers?

and the usb cable coming from the pump

Yeah I can feel vibration in the pump and it doesn't feel hot, I double checked the standoffs on the cooler too.

Id post a video but it's over this forums limit
 
usb cable installed?
and what software ? icue or corsair link

1x AIO-Pumpe 4-Pin should be connected to that one

look in hardware manager if pump is properly detected or unkown usb device

ahhh one moar- did ya look in bios if the fan settings are on quiet or slow- your motherboard has an Extreme-Quiet-Modus

Yeah I have it going from the side down to a USB 2 and icue detects it fine. I checked the bios fan settings and they all scale up to 100%.

The pump itself seems completely fine, other than my cpu is cooking in there.
 
sorry i am going out of ideas:
the only thing left is too much paste or too tight screws or water not flowing inside but that would ruin the pump in few minutes

I appreciate you giving it a shot and I'll update if I figure it out but I'm about to just put in my old hardware, return everything, and pre order a ps5 instead lol
 
do ya have an old air cooler lying around doesn´t matter if it´s without the right mounting hardware
 
Your tightening each opposite screw a little a time ?.

The base plate of the block is not making proper contact with the CPU, the pump assembly should feel warm to the touch at least in some places. You returned the cooler, motherboard and CPU, that only leaves improper mounting as the cause.

No unfortunately not but maybe I could get one. I'm also half considering taking it to the local microcenter for help with it. I bought most of the parts in the current setup within the past couple days

You're abilutely right but the screws are tight so maybe I'm using incorrect standoffs? Two came with the block and the instructions don't differentiate the two very well.

Hey so I'm using the standoffs on the right. Are they the AMD ones? The corsair doc legit makes them look the exact same.

They do look kind of the same. I doubt you could have screwed them in if they weren't the right ones.

Dude you solved it I think. Its just enough pressure to smear the paste but not connect well enough.

Im gonna test now but I'm pretty sure that is it
