I've never said that. OP's i7 920 would be a good match for GPU's like R9 270X or GTX 760, both of which offer similar performance and are significantly more powerful than GT 1030. Both R9 270X and GTX 760 are a lot, lot, lot more powerful than GT 710. Even GT 1030 is a lot more powerful than ridiculous GPU like GT 710.
As I said, used R9 270X (the cheapest of the earlier mentioned) is cheaper than GT 1030 and more powerful. Considering that OP isn't building a completely new system, an R9 270X would be a no-brainer in this case. In Croatia, most used R7 270X's are selling for about 400-500 kn (54 - 67€) + shipping costs (cca 10 €), most used GTX 770's for 550-650 kn (74 - 87€) + shipping costs. In Serbia, if OP is from there, prices for all GPU's might be slightly higher, especially considering used mid-range and top-range GPU's. If you keep in mind that GTX 770 is almost twice as powerful as GT 1030 and they have similar prices... well you do the math which one is a better buy.
In your case, I would pick up Ryzen 3 1200 (which is equivalent to Core i5 7400) instead of Ryzen 5 1600 and pair it up either with new RX 560, used R7 370 or used GTX 950. In other words, I would try to build much more balanced system for the same price.
