What drivers do you have installed?

I have a GTX 960M and it works as it should on mine.
The GPU clocks will still fluctuate a bit but wont down clock nearly as much as the other settings. IT WILL NOT STAY AT MAX CLOCKS all the time even with Max Performance.

That setting doesn't always affect the card. Also, is this the global version of the setting or the game specific one? Make sure that for the game that you're testing that you ensure the specific setting is set to either mirror the global one, or set specifically to the one you want.
