Only Monitoring GUI, no Settings GUI

I'm attempting to resurrect an old Surface Pro. The battery died and soon after the performance tanked... A friend suggested ThrottleStop as he said the CPU is throttled when the battery is end of life. Installed TS and on first use the Settings & Monitoring GUIs started. Today I tried to start TS and only the Monitoring GUI comes up. No Settings screen. Any suggestions on getting the settings (left) screen to display? I did try deleting the config file, no luck. Thanks
 
The two buttons at the lower right can be used to increase or decrease the size of the main GUI.

If you exit ThrottleStop and delete the ThrottleStop.INI configuration file, ThrottleStop should always be reset to default values.
