Recently I did DDU in Safe Mode. After that, I resetup my ThrottleStop settings, including setting the PROCHOT Offset value to 85.
Instead of setting to 85, ThrottleStop setting to 63 in the column but PROCHOT 37℃ in the home.

This setting does not set PROCHOT. It sets an offset to PROCHOT. The maximum offset you can set is 63. If you try to enter a really big number like 85, ThrottleStop will automatically reduce this to 63 since that is the maximum allowed value.

100°C - 63 = 37°C

It sounds like this feature is working correctly. Now the question is, why are you telling your CPU to start thermal throttling at 37°C?

If you want to set PROCHOT to 85°C, you need to set the offset value to 15.

100°C - 15 = 85°C

Better yet, leave this setting alone. Set PROCHOT Offset to 0 so the CPU can start thermal throttling at the Intel recommended value which is 100°C.
