So i'm currently using my old laptop which is running on its last leg if anything.
Anyways I have this "Utilization" error which has been shown for months, I just noticed disabling turbo makes it go away, though that will make stuff load slower.

Which is why I'm wondering if there is another way to get rid of the "Utilization" error.

Also, I returned my Lenovo laptop to the shop as it made a buzzing sound (I think its something to do with the AC convertor or something). Is there a chance I fucked something up through throttlestop that caused this?
 
Utilization throttling does not seem like a bad thing.

When set, frequency is reduced below the operating system request because the processor has detected that utilization is low.

Your screenshot shows UTILIZATION is glowing red while your computer is idle. The CPU does not have any tasks to do so it decided to slow down a little. Any throttling when a computer is idle is not important. Are you having any throttling problems when your CPU is loaded?

ThrottleStop that caused this?
It is highly unlikely that ThrottleStop caused any damage to your computer.
 
When my CPU is loaded it gives me around 70-75 ish degrees C, unless youre not talking about thermal throttling, it doesn't throttle.
I opened up this laptop a few months ago & cleaned of the fans entirely, also repasted which helped immensly with the temperatures. Now I just use throttlestop to keep it in check & also cause these laptop components probably got burned out (literally) a long time ago when I didn't know about throttlestop.

Might I add, when my laptop is on idle the fans tend to increase in speed & then slow down (5-10 seconds) & then does it again after that, which continues for a few minutes.

I unchecked "Disable turbo" as you said that utilization isn't a huge problem to my laptop.
