R9 380 Gaming 4G giving me a hard time

I got my new PC in January 2014 but the GPU didn't satisfy me, so about 4 months I replaced my former GPU (Nvidia Geforce GT 620 if I'm not mistaken) and upgraded to R9 380 Gaming 4G. Updated all of the drivers and it worked fine, I got to finally play the games I play on 250 fps and was really satisfied, and sometime like 2 months ago from having a steady 250 fps I started getting (and still am) about 80~130 fps in game and it's not a "heavy" game, merely Counter-Strike: Global Offensive. I tried doing a lot of stuff to solve or identify the problem but it didn't help. I uploaded a picture below using GPU-Z to show all the information for my current GPU. I really don't know how or why it happened but I'll gladly appreciate some help.

P.S~ I can see people asking me for PC specs, I'm not familiar with those kind of programs that give you exact information for your specs, so if anyone have a good software for it I'll download it and upload the specs here.

did you properly uninstall the Nvidia drivers before installing the 380?

Yeah, funny thing is, I have Win 8.1 Pro, and when I upgraded to Win 10 it went from 250 to 150 so I reversed it and it was okay. Sadly I can't pinpoint the exact time.

did you properly uninstall the Nvidia drivers before installing the 380?
I have NVIDIA PhysX, does it affect anything?

Edit: I'll rephrase myself.
I updated to Win 10 and when I saw I have 150 I reversed it back to Win 8.1, and I got 250 again. So it doens't relate.

16.3.2 is a very old driver, have you tried updating that as well? im not sure as to why you would lose 100 fps just by going to win 10..

edit: im sure something newer would help driver wise, thats a March 2016 driver, 5 months of drivers that prolly still include performance optimization for R9 300 series :)

So you upgraded to Win10, Lost 100fps.... then went Back to Win8.1 and Gained Back the 100fps lost ?

So now you have Lost 100fps again on the same Win8 install that was giving you 250fps after you reverted from Win10, but no other installs on the system since you did that check?

Now I lost 150 FPS to be precise, but yeah you got the idea. I don't think it relates though.

I'll download the "Driver Updater" of AMD and will edit.
BTW~ Don't know if that helps but I uploaded a picture of what the GPU-Z informed about the Graphics Card.

It's not the driver or Windows or card, it's the CSGO server, just don't worry about it to much.

This may sound stupid but make sure you have Energy Efficiency toggled off in Crimson. When it's on R9 series cards will run the GPU clocks at 2D speeds in less demanding parts of games causing a severe drop in frame rate.
