Forgive me for skimming the thread, but is your "new" PSU the seasonic 750W?
The RX6950XT is one of the more "spiky" GPUs in terms of transients. I don't know about the XFX model you have but >500W transients seem like a recurring theme for top-end RDNA2 cards:

For what it's worth, 3080 and 3090 cards were crashing even on good quality Seasonic/Corsair/EVGA PSUs stronger than yours, and they have LOWER transients than the 6950XT.
I hate to say it, but unless you have a 1000W+ PSU not listed in your system specs, you might still be seeing transient spikes that your PSU can't handle.
