Sapphire Radeon RX 9060 XT Nitro+ OC

For $65 extra dollars, why should I buy this and not a cheaper card and OC it?

Nobody is saying YOU have to buy this card. If you want to save that extra cash, then you're welcome to buy that cheaper card and OC the snot out of it.
 
9060XT with a Nitro+ cooler is like a Nissan Prius with Porsche GT2 RS bucket seats...
 
Sadly the 9060XT is DOA in Australia @ $630 as you can get a used 6800 XT for under $600 these days.

The 6800XT is an old used card with all the caveats of being an old used card. (No warranty, much higher power consumption, older feature set, unknown amount of wear and tear by previous owner...etc)
If you're okay with dealing with that, more power to you - but a lot of people aren't.

Is it possible to have direct influence of the GPU / Memory Clocks and Voltage on AMD GPUs ?
I find the Memory Clocks and GPU voltage a bit high for Video Playback.

A tool to freely configure these stages would be nice.

Limited compatibility due to nice guy, user freedom loving AMD blocking access to certain low level functions since RDNA 3
 
Even the nice guy got tired of taking the fall for people breaking their cards, a bit ironic and asinine to complain when RTX 50 series don't allow you to see hotspot temps.
