hi guys i have been having sttuters since i got my pc 6 months ago but it wasnt noticable until like a month from now.
i dont have alot of knowledge in pc stuff so i searched alot in the internet i did everything i could find but still no avail.



i tried
-sfc
-DISM
-uninstalling gpu drivers using DDU
-reinstalling gpu drivers
-clean win11 reinstall
-updating all drivers
-updating bios
-reseting ram
-reseting gpu
-using some optimaztion programs
-disabling devices i dont need
-disabling some services
-memory diagnos on extended mode
-and alot of stuff that i dont remember


my pc also having some latency spikes issues that i think could cause sttuters i tried a lot of things to fix this issue but still the same


im also considering to install and try win10 because i saw alot of people suggesting that it will fix some latency issues

You need a HWinfo screenshot while the system is at load and has been for some time as well, such as running Cinebench R23 for 30 minutes (screenshot before it ends, preferably) and another when a gaming load is up, to provide GPU temperatures

yesterday i changed my OS to win10 to try to see if there is a difference in latency and stutters it actually got a bit better, but they are still there. like this one in the middle. and it depends sometimes i get them a lot sometimes not.

What are the games you're having these stutterings? Resolution? Quality preset? Power Supply?

Have you set gpu to msi (message signaled interrupts) mode?

Download the msi util v3 here


Run as admin, check the msi box for your gpu and apply in top right corner, restart and re-run the utility to see if your gpu has a negative number instead of a positive one. If it doesn't change update your graphics driver and re-run the utility (all you should have to do to switch to msi mode is check the box, apply and restart).

Also if it's win 10 you're using try this.

1.Search and open Exploit Protection
2.Once on Exploit protection page, set Control flow guard (CFG) to OFF.
3.Restart

And make sure nvidia control panel 3d settings/global settings power management mode is prefer maximum performance and low latency mode is ultra.
Try my fix from page 4, quoted above. Don't use low latency mode.

This is a VERY good tip. Specially if you like to use any RGB that is not fixed.

After everything you said you did, it can be faulty RAM, memories or power supply. And theres nothing that is able to test these components in a reliable way. You will need to do the old try and error with all of these. Remember to test one memory at time.

The only thing I don't remember reading about you doing is leaving the BIOS completely stock.

I did reset bios back to default, nothing changes but there is a thing a want to ask
Does reseting CMOS only reset bios back to default or does it change something else? Because i didnt try that.


And about memory issues, i did a memory test with memtest86 and 64 it founds 0 errors.

About the psu, i live in an area where electricity is not reliable sometimes power outage happen so i got a lot of unsafe shutdowns, 90 of them now.
Could that cause an issue to the psu or some other parts?

Like I say, there's no test reliable enough to test memories, HDDs or SSDs. Power Supply have it, but the equipment to do costs thousands of dollar.

So the only way it's changing these to ones that you know that's working. I have more than dozens of cases that faulty devices didn't show anything on these useless tests. There's no other way. If you don't have, you will have to pay for people do the work.

Yes, power instability can cause things like that. And can damage PSU easily.

I posted in this thread 2 years ago and am still encountering the same problems. You have provided a great deal of information which I can corroborate from my system (same issues & symptoms, same things tried, same util readings etc).

Just wanted to thank you for bringing it up again with so much evidence and to ask you to please DM me should you ever find a fix, as I've basically given up at this point.

[Solved ] I had the same issue, not only video games but whole system frame and audio stutters every few seconds. if you check your framerate, it would show a smooth 60 or 90 FPS but the video shows stutters every few seconds.
Things I tried:
1. Clean reboot
2. Re-installed Windows 10
3. Tried base drivers originally with Windows
4. Upgraded all graphic drivers
5. Changed all power options
6. Upgraded my BIOS

Final Solution:
I downgraded my windows to windows 8.1, every things is fine now, no video audio stutters.

I will try installing windows 10 again to see if it remain the same.

Definitely give it a try!

Final Solution:
I downgraded my windows to windows 8.1, every things is fine now, no video audio stutters.

i found that my ssd is acting weird when its writing the avg response time as you can see in the pics go very high could it be the problem?

also my apps and games when i open them i get the "application is not responding" and apps are opening very slow.

I've never noticed that, but I'm guessing CrystalDiskMark takes about 4 minutes to run 5 passes of 1GB, and that's how long 246190ms is.
If your PC seems to run normally, then ignore it, it's likely just that the benchmark takes priority over task manager's logging with the account privileges you're using for each.

I dont think that because the write speed is very slow and the response time goes up very high when writing

Oh, I didn't pay enough attention...
Your write speeds are complete garbage!

Make sure your chipset drivers are installed and up to date, check the health of your SSD with CrystalDiskInfo, and if everything looks good check it's not an issue with your windows install by booting off a USB-bootable OS like DamnSmallLinux or similar and running KDiskMark for Linux on that.

If the write speed is awful in another OS then you probably have faulty hardware. Probably the SSD, but it could also be the motherboard or CPU - you'd need to test the SSD in another system to rule it out.

Hey, just read through this, can see that almost everyone has a 165 or 144hz monitor.

I reinstalled windows recently as it had been 4 years and very clogged, I noticed on one of the first games I played, the new Forza motorsport, my game felt jittery, laggy but FPS counter was dropping maybe to 55fps instead of 60 but it felt much worse than a 5 fps drop, felt like running the game at 20 fps.

Well anyway the problem was :

Windows Settings / System / Display / Advanced Display Settings, and making sure your refresh rate is actually selected as 165hz.

Windows defaults this to 60hz even on a 165hz monitor, would explain why changing everything, even whole PC's does not fix the issue people are having.

Yea, I fixed it fast, I played Forza after new windows install and noticed the issue, It was weird, it was not like typical lag more like slow mo for a little while but all FPS counters and Hardware monitors told me it was a 5 fps drop, but it felt much worse.

Cyberpunk was the same, I mean I can reproduce it on any game by simply going to my windows display settings and changing the 165hz to 60hz and I will get the same issue everyone is commenting about here.
