[Solved] Laptop CPU frequency downclocked

So the problem is that my laptop CPU always works at 1200MHz despite given load

Discrete GPU works on regular frequency so there is huge bottleneck from CPU side. Despite that in game CPU load is bellow 100% mark even it works at 1200MHz

Usually solution is to configure settings but mine looks fine:

- Power source AC line
- High performance mode
- CPU power state:

When the system is idle the cpu will downclock and drop voltage to save power and will only ramp up to full speed when under load.

There are also times when it seems to CPU is not ramping up to full speed when benchmarking but i find this is due to minimizing the program used.

You could turn off power saving features and also set power management to max performance to see if the cpu speed rises.

Not sure about which power saving features are you talking about as I said everything balanced to performance

Try using the settings like in my pic and it should force the cpu to max speed but if this is already what you have tried then i'm not sure why your cpu won't go to max speed.

When did you first notice the issue and have you made any chnages in bios or anything?

CPU temp must be pretty comfortable am I right ?
 
Sure it is in high performance mode

As you can see temperatures is ~65C so they are low
 
Your Multiplier is set to 9 X 133Mhz, that makes it around 1200.
Can you increase that?

Maybe try ThrottleStop to change the frequency ?
 
What make is the Laptop?

I have a ASUS and they included their own Power Management Software. It sometimes can override the Windows settings. Make sure any OEM PM Software is also set to High Performance and saved as the Default setting.

My 2 cents.

OH, also, to maximize my clocks, I set System Cooling, to "Passive"...No problems.
 
Finally found solution. Here is short explanation if somebody will face this problem:

1. Download ThrottleStop shttps://www.sendspace.com/file/b4oure
2. Uncheck box BD PROCHOT
3. Save settings (not sure if it is required to press this one) and press Turn On

Excellent advice!

When a sensor goes bad on the motherboard, it can send a signal to the CPU and force it to throttle down to the minimum multiplier which is 9 for the Core i5-480M. Disabling BD PROCHOT blocks these signals from getting to the CPU so the CPU can run at its full Intel rated speed.

Change the multipliers with Intel Extreme Tuning Utility:

Intel XTU does not let you access the BD PROCHOT register so for this problem, it is useless. ThrottleStop is the one and only solution for this common throttling problem.

Edit - Now you need to check the Clock Modulation box, make sure that is set to 100.0%. I can see in the monitoring table that your CPU is throttling due to Clock Modulation. CMod should always be showing 100.0 in that column.

Tonight I started adding control of the PL3 register to ThrottleStop. This might help some of Intel's low power ULV CPUs run at a more consistent speed. It is another register that XTU does not let you access.
