I have always just used the Task Scheduler. It only takes a minute to create a new task.

Task Scheduler Guide

ok thanks, it work but i have 1 question. Why at startup didnt work but at log on it work?

If the Task Scheduler starts ThrottleStop before you log in, ThrottleStop will run in the background but you will not be able to access the user interface and there will not be any system tray icons. Some people prefer doing this if they want to prevent users from making any changes to the ThrottleStop settings.

If the Task Scheduler waits until after you log in, only then will the Task Scheduler have access to the task bar so it can place the icons. This method also allows users to access the user interface.
