The Core i5-7300HQ is a laptop CPU. The multiplier is locked by Intel so there is no way that you can overclock it.

You can use ThrottleStop to undervolt some laptop CPUs. To do that you need to go into the FIVR window and check the Unlock Adjustable Voltage option. Try setting the CPU core and CPU cache offset voltages to approximately -100 mV. Do lots of stability testing at this level before going further. Each CPU is unique. The only way to find out what voltages work best for your CPU is for you to test your CPU. Use the TS Bench 1 Thread test to get some feedback if your CPU undervolt is stable. If your voltage is not stable, this test will report errors. After that, move on to other stability tests like Cinebench R20.

Limit Reasons shows that you have some BD PROCHOT throttling. To try and fix that, clear the BD PROCHOT check box on the main screen of ThrottleStop. To minimize ThrottleStop to your system tray / notification area, clear the Task Bar box in ThrottleStop.

If you want some more help, check the Log File option in ThrottleStop. Go play a game or do whatever you do on your laptop. After about 15 minutes, exit the game and then exit ThrottleStop. This will create a log file with today's date in the file name and this file will be located in your ThrottleStop / Logs folder. Attach your log file to your next post or upload it somewhere convenient so I can have a look.

In the TPL window, the Speed Shift Max value should be equal to your maximum multiplier which is 35. This is presently set to 31. If you are doing this deliberately to slow down your CPU, it is usually better to lower the FIVR Turbo Ratio Limits instead. There should be no reason to slow down your CPU like this.
