The arrows seem to be grayed out, what's making this to happen, is it some kind of a bug, or is it a new feature, because I was able to do that, change the frequencies for 6 Cores active, but now I am not able to. Help!

@partaloski - Do you have a laptop? What brand?

The BIOS was most likely updated recently. The Intel microcode update that blocks CPU voltage control also blocks turbo ratio limit adjustments. For laptop owners, that is like a one two punch to the gut. Unless you can find a way to go back to the previous BIOS, these features are gone and will not be coming back. Try to install the previous BIOS and block any future BIOS updates.
