Warning message when unlocking PP0 Current Limit

I was looking for ways to get rid of my laptop's EDP current limit, and from my research, I saw that changing the PP0 Current Limit would help with this issue.
However, when I tried unlocking the option to modify it in the TPL settings, this warning message showed up.

What does this warning mean? Does it mean that I need to put my computer to sleep or shut it down in order to unlock these settings?
I haven't touched anything yet since I'm afraid of accidentally messing something up.

What does this warning mean?
It is not a warning. It is information. You are not going to hurt anything trying this.

When you see that the power limits are locked, try doing a sleep resume cycle. Some computers a long time ago would forget to lock the power limits when a computer would resume from sleep.

When you resume from sleep, if all of the yellow lock icons are still there in the TPL window, that means this trick did not work. The power limits are still locked.

It is not a warning. It is information. You are not going to hurt anything trying this.

When you resume from sleep, if all of the yellow lock icons are still there in the TPL window, that means this trick did not work. The power limits are still locked.
So if I'm understanding this correctly, I'm have to unlock them in the settings, which will make the message pop up, put my computer to sleep and then resume it, and then I'd be able to unlock the power limits?

Only if this trick unlocks your power limits. There is a 99% chance that this will not do anything.

This trick to unlock the power limits only worked on very, very few computers.

This trick to unlock the power limits only worked on very, very few computers.
So there isn't really any point on doing so, and that message is only for in case simply unchecking the option didn't work?

If you want to know for sure, try it and find out. If you resume from sleep and all of the yellow lock icons are still there in the TPL window, then you will know for sure that this trick does not work on your computer.

Just yesterday I was saying that changing vcore and clock settings can cause the hardware to have problems forever and even cause bugs and breakage.

Don't change that, forget about it, it's a waste of time.
