As everyone already mentioned, is a temp sensor on the card. If you use EVGA Precision, that will show where each sensor is I believe.

PWR = VRM Temps.

on the 3080 FTW3 Ultra Ampere cards are 5 PWR Sensors. (just like on your 3090)

1,2,3 and 5 are from top to bottom and PWR4 is (on a 3080) the Memory VRM.

normally the single Powerstage beside the right row on the PCB has no thermal pad or contact to the heatsink and it runs hotter. (in my case PWR4)
in your case "maybe" PWR2.

temps are completely fine.
