Looking at your rig, I'd say that GTS 250 in your rig isn't very powerful by modern standards. It's at a similar level to an 8800 GTX.
Therefore, get nothing now and wait for the next gen graphics card to come out. Then wait a few months for the prices to come down and improved versions to come along and then get a high end card. This is what I did with my GTX 285.
I've currently got nvidia, but when the next gen comes out, it might be better to go ATI. It's not possible to say at this point.
