At that budget with the RGB you want, you're limited to "no-name" brands on Amazon or a seller like them. Best to just look there, then search for a review. Usually there's a YouTube video or two on them.

Well, I've had 3 of the 5 listed above, and several others too, and I can tell you that if you want quiet, stay away from mechanical kb's, at least in your stated price range anyways.....

the vast majority of them go "clackity clack clack", regardless of how hard or soft you press the keys

I recently checked out 2 high-end mech boards (non-gaming type though) that were alot quieter, but not silent by any means, than most that I have tried, but they were both north of $200, and NO r.f.g.f.b.... so they would not fit your requirements either....

Steelseries have a psuedomechanical keyboard, much quieter. but not cheap.
Cheapest and quietest: forget mechanical.

Just get rubber dome.

Mech boards are inherently loud. Blue switches have their own click sound plus the clack of the stem hitting the outer wall (or key chatter) and the stem bottoming out is the main noise-maker.

While choosing the red/silent/brown switch removes the click sound, it does nothing for the clack. You can put O-rings to dampen the clack but it's also extra cost plus it also dampens the feeling of the switches so some people (like me) don't prefer it. I just use a rollable keyboard at night or when silence is must. Otherwise I put on a headphone and bear with it.

A couple of years ago I bought a Corsair Strafe RGB Silent and whilst it's a top-quality keyboard and very heavy/sturdy, it's certainly not silent. Very clackety in fact, but it gets the job done.
I always think it's a good idea to find a shop that lets you try out a display product if you can. PC World in the UK still does this.

Get a scissor switch KB, its more tactile / not as mushy as a membrane dome but you do get silence.

RGB though... not likely/nothing comes to mind. White led, more likely - also within your budget.

So its going to be a choice of fancy lights with mushy feedback versus silence and a somewhat more mechanical feel. Another likely difference between the two is how far you can press the key. I personally like the shorter travel and bottom-out of scissor switches myself, but this is very personal.
